Announcement No. 49, September 20, 2010

EMPLOYERS WANT IT ALL, AND THEY WANT IT HERE AND NOW.
THIS TIME, THOUGH, THEY WON’T HAVE IT THEIR OWN WAY!
A call to Struggle

Dear Colleagues
The bankers have launched their own offensive. On Friday, September 17, in a meeting with the Executive Secretariat of the Greek Federation of Bank Employees Unions (OTOE) they demanded the latter to consent to cutting down salaries (!!!), over-time pay and bonuses. Where do they get the nerve to demand the reduction of our salaries, when, only during the past three-years, the banks’ total payroll cost has decreased by 9.5%? Why are they appearing to be so greedy under the present circumstances? Let’s have a look on a few things:
Apparently, when we used our special edition titled “Individual targeting: illegal and brutal” to warn our fellow employees that the political environment is an ally to employer interests, dedicating an entire chapter on the issue, we knew what we were talking about! Therefore, when the current PASOK government and the IMF-ECB-EU troika dictate austerity, unemployment and flexible labor relations, winking meaningfully to employers, the latter get the message. So, this is fact number one.
The said demand to cut down on salaries, which would until recently seem unthinkable, today seems feasible for employers. And this is due to the fact that for the past two decades they have repeatedly been demanding and repeatedly been gaining (extended working hours, work on Saturdays), while the union movement, maneuvered by its notorious leaderships, simply offers its approval, in return for a court agreement and a handful of reduced-price public transportation tickets.
It is thus evident that employees have been for quite some time caught in a peculiar “political-unionist” grip. Nonetheless, employers now want it all.

The update to the Memorandum of Economic and Financial Policies (pages 18-19) states the following: (bold highlights by the authors)
“To strengthen labor market conditions
Following dialogue with social partners, Government adopts and implements legislation to reform wage bargaining system in the private sector, which should provide for a reduction in pay rates for overtime work and enhanced flexibility in the management of working time (!!).
Government ensures that firm level agreements take precedence over sectoral agreements which in turn take precedence over occupational agreements.
Government amends employment protection legislation to extend the probationary period for new jobs to one year, and to facilitate greater use of temporary contracts and part-time work.
Government amends regulation of the arbitration system, (Law 1876/1990)”.

Thus, based on these instructions by the Troika (IMF-EU-ECB) and the unbearably submissive Greek government which is responsible for setting the “appropriate” legal framework, bankers are unstoppable in their effort to get over and done with workers, sweeping away all basic social conquests.

So, as if it was not enough that:
 pensions were reduced, which, in conjunction with excessive retirement age increases, actually creates nightmarish prospects for the lives of most of us;
 arbitration is being abolished, while at the same time the “social partners” (Hellenic Federation of Enterprises, General Confederation of Greek Workers and others) sign 0% agreements, when headline inflation is “running” at 5.5%;
 they have been squeezing us through individual targeting, endless working hours and unpaid overtime, making at the same time unbelievably large savings in payroll through the employment of dispensable workers (“rented” workers, apprenticeship, internship of students often working for free etc.)
 they have been arbitrarily and without any dialogue, reinstating failed organizational models, exclusively designed to deregulate labor relations and abolish labor rights (e.g. cheap and frozen allowances);
 haven’t promoted certain eligible colleagues for years, thus undermining the Staff Regulation;
 they keep on firing people without adhering to disciplinary control regulations;
Now they want to reduce the workers’ salaries!!!
“Entos Diktyou” referred to a warm winter… We will agree!!!

Here is an example of how the employers want things to be: A rather explicit e-mail requires our network colleagues to arrive every morning at work on time. Employers and their representatives brazenly invoke the… Personnel Regulation. Notwithstanding the fact that these same employers have been consistently undermining and disregarding the Staff Regulation, they are now reminding us our obligation to early attendance. This obligation is, by all means, true, albeit the Bank —being a bona fide employer— intentionally fails to remind us of our obligation to EARLY AFTERNOON DEPARTURE “…with the aim of avoiding problems and ensuring the overall smooth operation of the branch networks”, to use its own words. Because EARLY AFTERNOON DEPARTURE is also a contractual obligation that emanates from the Staff Regulation, as well as from the Law, the collective labor agreement between OTOE and the banks, etc.
Therefore, the Bank’s “sensitivity” in regard to morning attendance is hypocritical and insincere, since the Bank does not exhibit the same sensitivity in regard to early afternoon departure… as well as many other issues…
EMPLOYERS, YOU WILL BE TOLD IN AS MANY LANGUAGES AS POSSIBLE:
ΩΣ ΕΔΩ ΚΑΙ ΜΗ ΠΑΡΕΚΕΙ! ÇA SUFFIT, MAINTENANT!
ΥΑ ΒΑSΤΑ! ENOUGH IS ENOUGH!

DARE – CASUS BELLI! YOU’LL GET THE THREE “Ss” FROM US
STRUGGLE—SOLIDARITY—SELF-RESPECT

THE UNION MOVEMENT IS HERE!
